Police: Former Pasco cop recorded sex with men, women without permission

SPOKANE COUNTY, Wash, — Police in Spokane County intend to testify that Richard Aguirre, 51, recorded himself having sex with multiple partners without their permission. He has been charged with voyeurism and pleaded not guilty. It’s one more disturbing accusation for a veteran lawman now accused of rape, murder and now voyeurism across two counties.

Days after Richard Aguirre was brought to Spokane to face murder charges, officers now say he recorded himself having sex with a 20 year old man, without the man’s permission. Authorities identified the man from photos taken from Aguirre’s phones. An iPhone 5 and iPhone 6 were seized during the investigation into the murder of a Spokane prostitute back in the 80′s. One phone contained 76,000 pictures and 315 videos. The other phone contained 4,500 photos and 48 videos. Detectives say “most” videos were sexually explicit.

One of the photos found on the phones included a shot of a student ID card. Other photos included a young man dressed in lingerie and high heels inside a Spokane County hotel room. It’s believed only some of the photos were taken with his permission. Police say others were not, and the videos of the man having sex with Aguirre was taken without his knowledge. When police tracked the young man down, they say he was upset to learn he’d been recorded and did not give permission to videotape the encounter with Aguirre in February of this year. Police believe the phone was propped on a desk or dresser without the man’s knowledge. They’d met off Craig’s List and the man says he didn’t know Aguirre’s name.

Detectives described other photos and videos on the phones, saying there were “multiple videos” where the people were “not aware they were being recorded” during sex and sex acts. Multiple males and females were featured on the videos. Police say it was clear men and women were experiencing pain or fear during sex.

Officers also intend to testify evidence on the phones shows Aguirre had been taking steroids.

The voyeurism charge is the second criminal case he’s facing in Spokane County. The other being the murder of a prostitute. The 51-year old was linked to the cold case murder of Ruby Doss after voluntarily providing a DNA sample for a rape investigation out of Franklin County.

Aguirre was employed by Pasco PD at the time he was accused of rape. While on leave, he learned he was a murder suspect and promptly resigned from the force after 27 years and at least one honor of Officer of the Year.

Aguirre was eventually charged with felony rape for the suspected attack on a family member.

His defense attorney has entered not guilty pleas for the rape and murder, and now there’s a third case he will be fighting off.

In addition to all of this, prosecutors ordered that Aguirre have no contact with employees of the Pasco Police Department or the Franklin County Sheriff’s Department.

Prosecutors believe information about the case is being leaked to Aguirre via someone in one of the two departments.

KEPR spoke with Captain Ken Rose of Pasco PD, and he said, “The prosecutor’s statement is incorrect and he is drafting an apology to be released.”

We also called Sheriff Jim Raymond, but did not hear back as of Friday evening.
