“We are no longer an island,” Mr. Sipila added.

The knife attack killed two Finnish women. The wounded — five women, two men and a 15-year-old girl — were Finns, an Italian, a Swede and a Briton.

Crista Granroth, a spokeswoman for the bureau of investigation, said that it seemed that the attacker had deliberately gone after women, and that the men had been wounded while trying to stop him.

The attack occurred a day after the driver of a van in Barcelona, Spain, killed 13 people and injured many others from around the world; hours later, a separate attack in the Spanish town of Cambrils killed one woman. The Islamic State has claimed responsibility for both attacks.

The assault in Turku, a city of more than 180,000, began in a main square when a man stabbed a woman, the authorities said. The assailant then ran to another square, where the police apprehended him and took the knife.

Wali Hashi, a journalist who saw the episode, said in an interview that a group of people chased the knife-wielding man, who was screaming “God is great” in Arabic. The police declined to confirm whether the assailant had been yelling in Arabic.

The Finnish security service released a report in June saying the Islamic State no longer saw Finland as neutral, and posed a threat to the country. The agency has identified about 350 people as persons of interest, an increase of 80 percent since 2012, it said.

The security service added that an increasing number of those people had “taken part in an armed conflict, expressed willingness to participate in armed activity, or received terrorist training.”

Security was tightened at the airport and at train stations in the capital, Helsinki, about 100 miles to the east. The interior minister, Paula Risikko, said that the police had increased security and patrols across the country, and that border controls had been tightened. The national threat level remained the same as before the attack, the security service said.

The police would not comment on why the investigation had changed to involve suspicion of terrorism, other than to say there were indications of “some ideological feelings, background and thoughts.”

Correction: August 19, 2017

An earlier version of this article, using information from Finland’s national bureau of investigation, misstated the nationality of one of the injured. A Swede, an Italian and a Briton were injured; they were not two Swedes and one Italian.

Mari-Leena Kuosa contributed reporting from Helsinki, Finland.

One officer was killed and three others were injured in two separate Florida shootings Friday night, outbreaks of violence against police that reverberated across the nation.

The first shooting incident left one officer dead and another “gravely” injured in Kissimmee, Fla., just south of Orlando. Officers were responding to a report of suspicious activity in a high-crime area when they were taken by surprise, officials said.

The second shooting, about 90 minutes later in Jacksonville, left two officers injured. Police were dispatched to deal with an armed suicidal man when he came out firing.

All the shootings were “deflating to law enforcement and heartbreaking,” Kissimmee Chief Jeff O’Dell told reporters, shortly after he announced that Officer Matthew Baxter had died of his injuries.

About 9:30 p.m. Friday, Baxter and Sgt. Sam Howard were on patrol in a neighborhood in the north part of the city where police were trying to crack down on heightened drug activity. The officers were searching several suspects when they got into a scuffle with one, who opened fire, O’Dell said at the news conference.

The officers didn’t have time to return fire, O’Dell said. “It looked like they were surprised by the gunfire.”

Howard remained in grave condition at a hospital near the shooting, O’Dell said, and there was “not much hope that he will survive this.”

Police began searching for the shooter and announced Saturday morning that they’d arrested Everett Miller, who is charged with murder.

As investigators learned more about Miller, O’Dell said he was disheartened to learn that the suspect had posted violent anti-police comments on social media and that no one had reported it to authorities. O’Dell didn’t detail the comments.

Nearly two hours later and 165 miles north, police officers in Jacksonville were summoned to a home on the city’s west side to defuse a situation involving a suicidal man armed with a gun, according to the Florida Times-Union. There was an extra element of danger: Dispatchers told the officers three other people were inside the home with the armed man.

As a team of officers approached the house, they heard gunshots and feared they were dealing with an active shooter.

The suspect came out firing a high-powered rifle, police said. He was killed during the ensuing firefight with officers and had not been identified early Saturday.

Two officers were wounded, though their injuries are not life-threatening. The three other people in the house were okay.

And around 8 p.m. Friday, two Pennsylvania State troopers were shot southeast of Pittsburgh after stopping a man who had an outstanding warrant, according to Pittsburgh ABC-affiliate WPVI. One trooper managed to return fire, killing the suspect.

As the police agencies sorted through the aftermath of the attacks, President Trump tweeted a show of solidarity.

And Florida Gov. Rick Scott (R) said he was praying for the Kissimmee Police Department, which had lost a “brave officer.”

So far this year, 81 officers have died in the line of duty, according to the Officer Down Memorial Page.
